What a compliant written quote should state
The quote should let you compare like with like. For a Pakenham concrete driveway price, that means a measured area, selected finish, slab thickness, mesh, excavation depth, base, disposal, drainage, joints, sealing, access and permit responsibility. If one quote says "$9,800 driveway" and another says "52 m² exposed aggregate, 100 mm slab, SL72 mesh, 100 mm compacted crushed rock, saw cuts, sealer and spoil removal", the second quote is easier to trust even before you compare price.
For domestic building work in Victoria, Consumer Affairs Victoria publishes the major domestic building contract threshold at $10,000. That does not mean every driveway automatically needs the same contract treatment, because the exact rule depends on the work and the practitioner. It does mean you should be suspicious of anyone who deliberately splits a $13,000 job into two invoices to avoid written requirements.
A clear quote also names what is excluded. That is not a trick. It is better for a contractor to say "rock excavation excluded, pump hire excluded if truck access fails, hidden drainage not included" than to pretend the price covers everything. The problem is when exclusions are missing and then appear as urgent extras once your driveway is already broken up.
What is usually excluded and charged as a variation
The common variation on older Pakenham blocks is extra excavation. Many driveways have an old thin slab sitting on soil, not compacted crushed rock. Removing it can reveal soft clay, tree roots, uncontrolled fill or an old service trench. A fair quote will include a normal allowance and a variation rate, such as machine and operator time, extra crushed rock per tonne, or additional disposal.
Drainage is the second big one. If your driveway falls toward the garage, replacing the surface without changing the water path is not enough. Crossover changes are often missed. Cardinia Shire says installing, upgrading or repairing a driveway crossover needs permission through a Works Within a Road Reserve permit. Council lists a 2026-27 fee of $160.60, up to 28 business days processing, and a 6 month permit validity. That is separate from the cost of building the crossover itself.
Pump hire is another honest exclusion. If a truck can back up close to the pour, you may not need a pump. If access is tight in Officer, Lakeside or Pakenham East, pump hire can add roughly $550-$1,100. That is not a defect in the quote as long as it is named before you sign.

How to check registration, insurance and deposit requests
In Victoria, building practitioner registration is handled by the Building and Plumbing Commission. Ask for the individual practitioner name where registration applies, then check the public register. Do not rely on a company name alone, because registration applies to people, not just trading names. For footing and slab work, the relevant limited domestic builder class may be footings and slab work, or a domestic builder unlimited may manage the full job.
Public liability insurance is separate. Ask for a certificate of currency and check that the business name, expiry date and cover level are sensible for residential works. Many homeowners look for $10 million or $20 million cover. The exact number matters less than the fact it is current and real.
Deposit limits are not negotiable just because a contractor is busy. Consumer Affairs Victoria says deposits for domestic building work are capped at 10 per cent if the total contract price is less than $20,000, and 5 per cent if it is $20,000 or more. A request for 30 per cent cash is not "how concreters work". It is a reason to stop.
