The cheapest sensible way to get a driveway in Pakenham, and when cheap costs twice

Six places you can take money out without buying a problem
These are the savings we suggest ourselves when someone tells us the mid tier is out of reach. None of them touch the slab, the steel or the base, which is the line we do not cross.
1. Stage the work
Do the visible frontage in exposed aggregate now and the side path, rear apron and shed slab in plain concrete later, or not at all. On a typical Pakenham block the front 40 square metres is what the covenant and the buyer care about. Staging is the single biggest lever, worth $1,500 to $3,000, and the only cost is a second mobilisation later of $450 to $900. Ask for the construction joint to be detailed now so the later pour ties in with starter bars instead of butting up against a cold edge.
2. Do the demolition and the site prep yourself
Removal and disposal of an existing driveway is $45 to $85 per square metre. On a 60 square metre slab that is $2,700 to $5,100, and it is genuinely unskilled work. A hired electric jackhammer is $90 to $140 a day, and clean concrete taken to a recycler as a concrete-only load is far cheaper than mixed waste in a general skip. Two determined weekends can bring the whole line item under $1,200. Before you start, confirm there is nothing live under the slab, check the slab is not part of a retaining structure, and understand that reinforced concrete with mesh in it is much harder work than it looks. If you would rather do the easy half, clearing garden beds, lifting old edging, removing the letterbox pier and moving the trailer still saves a few hundred dollars of crew time.
3. Book off peak
June to August is quiet in Cardinia and November to March is not, because the estates at Pakenham East, Officer and Cardinia Lakes all want driveways finished before Christmas. A winter booking is typically 5 to 12 per cent cheaper on labour and you will get a crew that is not rushing to the next job. 4. Stick to standard widths
A single driveway is 3.0 to 3.5 metres wide and a double is 5.0 to 6.0 metres. Widening a 12 metre run from 5.5 to 6.5 metres adds 12 square metres, or $1,300 to $1,800 in the mid tier, and on most Cardinia blocks it buys nothing you will use. Measure where the car doors actually open before you pay for width.
5. Pour everything in one hit
If the path, the porch slab and the shed pad are on the list for the next two years, do them in the same pour. You pay once for the crew mobilisation, once for the pump if one is needed and once for the concrete minimum load charge. On a job where the driveway alone would be 6.3 cubic metres, adding a 1.5 cubic metre path costs the material and a little labour rather than a whole second visit.
6. Take the standard finish options
A standard local aggregate blend instead of a specified imported stone saves $8 to $18 per square metre. Skipping a contrasting decorative border saves $45 to $85 per linear metre. Taking the standard sealer rather than the premium one saves a few hundred dollars and costs you about a year of reseal interval. None of these affect how long the driveway lasts.

Where saving money means paying for the driveway twice
Every item on this list saves real money today and costs more than it saved within five years on Cardinia clay. We have replaced enough four year old driveways in Pakenham and Officer to be blunt about it.
- A thinner slab. 80mm instead of 100mm saves about $8 per square metre, $480 on a 60 square metre job. It removes a fifth of the section and much more than a fifth of the strength.
- A weaker mix. 20 or 25MPa instead of 32MPa saves $90 to $150 across the whole driveway. That is the cheapest thing on the quote and the worst one to cut.
- Mesh laid on the ground. Saves nothing at all, because the mesh is already paid for. It just has to sit on bar chairs in the top third of the slab to do anything.
- No imported base. Saves $12 to $22 per square metre. On reactive clay this is the shortcut that produces the sunken panel by the garage two winters later.
- No saw cuts. Saves $18 to $32 per linear metre, a few hundred dollars. Buys you random diagonal cracking that no warranty will cover, because the joints were never there to control it.

- Skipping the crossover permit. Saves the $160 permit fee plus the bond. Cardinia Shire can require an unapproved crossover to be removed and reinstated at your cost, which makes it the most expensive $160 you will ever save. The Cardinia permit guide sets out the process.
- Cash, no invoice, no ABN. Saves the GST and costs you the warranty, the consumer guarantee evidence and any prospect of getting the bond back. If it fails, you have nothing in writing and nobody to write to.
Put simply: the whole gap between a corner cutting build and a proper one on a 60 square metre driveway is about $1,500 to $2,500. Replacing the failed version costs the full price again plus the demolition, so roughly $9,000 to $13,000 in today's money. You are betting $2,000 against $11,000.
What a suspiciously low number is leaving out
A quote that comes in 30 per cent under everyone else is rarely a bargain and almost never a mistake. It is a different scope. These are the eleven things that are usually missing, with what they are worth on a 60 square metre driveway.

Ask for the missing items to be added and you will usually find the cheap quote lands within a few hundred dollars of the others. That is the useful outcome: you have not been ripped off by anyone, you have simply been comparing two different driveways. Rebates, deductions and the rules that change the maths
There is no state or federal rebate for a residential driveway. Nobody in Victoria will pay part of your concrete bill and anybody who tells you otherwise is using it as a closing line. What genuinely changes the number you pay, or when you pay it, is smaller and less exciting.
- Investment properties. A new driveway on a rental is generally treated as a capital works item rather than a repair, written off over 40 years at 2.5 per cent a year, and the written down value of the slab you demolish may be claimable in the year it goes. This is genuinely worth a phone call to your accountant before you book the job, because how the work is described on the invoice matters.
- Accessibility work. If the driveway is part of an approved home modification for mobility access, funding may be available through the relevant scheme. That is assessed on the modification, not on the driveway, so get the assessment first and the quote second.
- Deposit caps. Where the work falls under Victoria's domestic building contract rules, the maximum deposit is 10 per cent under $20,000 and 5 per cent at $20,000 or above. On an $8,000 driveway that is $800 up front, with the balance on completion. That is a cash flow lever and a protection at the same time.
- The Cardinia bond is refundable. The crossover bond comes back after the Shire inspects and signs off the finished crossover. Treat it as cash flow, not cost, and make sure the quote says who lodges it and who reclaims it.
- Timing across a financial year. If you are staging the work anyway and the property is an investment, where the two stages fall across 30 June can matter. Again, that is a question for your accountant, not for us.
The cheapest option of all: do not replace it
Before you spend anything, check whether you actually need a new driveway. If the slab has surface crazing, scaling or staining but no structural cracking, no rocking panels and no sinking, a pressure clean and reseal is $600 to $1,200 and buys three to five more years. If the surface has gone but the structure is sound, resurfacing at $60 to $110 per square metre is roughly half the cost of replacement, and the resurfacing cost page has the numbers. What we will not do at any price is pour a slab we know will fail: under 100mm, under 32MPa, without mesh on chairs, or over a base we have not prepared. If your budget only reaches that build, we would rather you do a smaller area properly, or go asphalt, or wait a season.
